Add option NOT to see closed issues from IRS/Forms

We previously had the ability NOT to see 'closed' issues from IRS/Forms in the PDF markup tool in Synchro Field (Documents). Now that functionality has disappeared. We need this functionality back because we are depending on it for construction not to get confused on what is open/closed. Give us a setting/toggle to view open/closed issues.
